Furthermore, the solar energy development has been seen as the future business. So far the (National Innovation System, NIS) has successfully helped establish the semi-conductor industry, LCD industry, digital industry, as well as biotechnological industry in Taiwan. The researcher uses the viewpoint of NIS to discuss the development of Taiwanese solar energy industry. Four results have been concluded after the analysis: 1. in respect of the governmental policies, various subsidiary policies have been implemented since 2000, for example, equipment subsidies, low interest loans, and reductions and/or exemptions of tax payments. Moreover, the Bureau of Energy, Ministry of Economic Affairs, has further encouraged various ongoing research projects; 2. In respect of the industrial circles, the investment of various upstream and downstream companies has been continuously increased, and the industrial chain of Taiwanese solar optoelectronics will become more and more integrated. The solar optoelectronic industry’s production volume of solar batteries in 2007 was around 430MW, which was the fourth largest in the world. In 2008 the total output value was NT$ 124 billion and 2 hundred million; 3. In respect of academics, industry-university cooperative research projects are further encouraged, and the platforms of such cooperative exchanges will be founded, so that students will be able to immediately connect to the research and development careers in the industrial circle. The accomplishment of the human resources’ education and the practical skill training will be a great advancement for the development of the solar industry; 4. In respect of research institutes, for years the Industrial Technology Research Institute has been authorized by Ministry of Economic Affairs and several research projects have been proceeded. The outcomes are satisfactory and they have been carried out into the industrial circle, making the technological standards in Taiwan satisfy the needs from the industry. The world is facing the global energy crisis and the issues of environmental protection have become prevalent. The sunshine in Taiwan is plenty, and the industries of semi-conductor and optoelectronics in Taiwan are well developed. Furthermore, the government has been making remarkable efforts to encourage and expand the industry. Because of all these factors, solar industry has great potentials in its development in Taiwan.
