In ancient eastern countries, for example the China, before the Ming Dynasty people celebrate the marine festival by respectfully worshipping nature and the totem to avoid disaster. After the Ming Dynasty, the cerebration of marine festival is given with the activity of the Mazu belief, a Sea God religion. It may distinguish the marine culture from the marine festival held in eastern and western countries. The present study compare and analysis the marine festival held in eastern and western countries and try to find the differences among the different marine festivals and the developments of marine culture. Totally, sixty eight marine festivals belonging to twenty one countries are compared and analyzed. The analyzed results can be summarized as below. First, before twenty cnetury, almost all celebrations of marine festivals held in different countries are related to the religion, and the God is a female image. Secondly, after twenty century, the celebrations of marine festivals are combined with the promotion of tourist. The eastern countries promote the sea food production and the western countries promote the cultural heritage. Thirdly, the religion activity of the marine festival held in the colonized country is strongly influenced by the intruder. Finally, the marine technology of the country which the activity of marine festival is related to the religion is generally poor than that of the country is related to the non-religion. Recently, the Taiwan Government positively promotes marine culture by means of marine festival. Almost every county of Taiwan has its own marine festivals. Unfortunately, we did not see a famous and successful activity of marine festival in Taiwan. Hopefully, the present study analyzed the marine festivals worldwide and tried to find the successful elements of marine festivals. The findings of the present study can provide a useful tool for the local government.
