The researcher is a member of the Taipei County Marine Education Resource Center and in October 2007, became involved in the planning of promoting marine education through education website and Blue Star Strategic Alliance of Schools. To reflect and examine the effects of these two promotion strategies, a survey was conducted on the principals, deans, and participating teachers at the Blue Star schools. Online evaluation and the survey were then collected and analyzed with the following conclusions: 1. Teachers feel that a marine education resource website is most needed. 2. The website for this study was set up using ADDIE; it is now a completed marine education resource website for teachers in Taipei county. 3. The completed website was evaluated by experts and users, with a score of 82.92. 4. The Blue Star Strategic Alliance of Schools has 25 schools in its league, with 735 people involved. The Alliance has published two books on marine education. 5. Schools in the Blue Star Strategic Alliance believe that “integrating the characteristics of all schools” is the best approach to the development of the Alliance. 6. “Leadership and enthusiasm of the principal” is the main internal factor in influencing the development of the Alliance. 7. “Support from competent education authority (e.g., Ministry of Education, Bureau of Education)” is the main external factor in influencing the development of the Alliance. 8. Schools believe “insufficient manpower” is the main obstacle faced by the Alliance. 9. “Strengthening characteristic development of individual school” is the main beneficial result of Alliance development. 10. “Exchange and supplement of resources” is the main area that needs improvement.
