In a public key broadcast encryption scheme, every user can broadcast arbitrary message to any selected subset if user without being tapped by an unauthorized person. Unlike previous broadcast encryption schemes, the proposed scheme is generalized in a sense that not only a user in the upper hierarchy of a hierarchical identity-based scheme can delegate his subordinate users to do the broadcast encryption, but any unrelated user can delegate his capacity to other users; and anonymous in that both the encrypting party and the destination parties are not known to a third party. The security is proved in the standard model and a specific implementation of this scheme is designed.
