Subjects of this study were 810 school educators and parents randomly sampled from 143 elementary schools in Taipei City. The instrument used for the survey was a questionnaire created by this researcher and it was entitled “Counseling Network and Its Operations in Elementary Schools in Taipei City.” Based on findings of the survey , conclusions were summarized as follows: 1. School educators and parents of elementary schools both are supportive and positive about the status-quo of counseling network. 2. Each elementary school in Taipei City has specialized administrative unit responsible for counseling network and has high expectations for school-based counseling service. 3. The information for counseling network is mainly provided by Counseling Office. Outside school counseling information is provided by school staff, parents or community members. 4. Parents and volunteers are involved mostly for psychological problems, negotiation, advisory and legal assistance. 5. Thh 1st level of prevention is highly applied in counseling network. Most people do not use related sites or material resources. 6. Community and university’s counseling resources mostly provide “web resources.” The funding provided from social institutions is mostly for “Counseling Related Activities.” 7. “Teacher’s heavy loadings of Curriculum” and “the lack of school counselors for 2nd and 3rd level of prevention” are main reasons for applying counseling network resources. 8. The operation of counseling network help to implement student counseling and improve the effectiveness of counseling. 9. The most difficult situations in counseling network in elementary schools in Taipei City are users’ lack of information and diversity of concepts. Based on the above conclusions, this study suggests: Taipei City Department of Education should establish a intra-agency office or a committee to overall coordinate all aspects of counseling information and coordination affairs. In addition, the aggressive planning of possible school-based counseling, the integration of all counseling network resources in schools and the standardization of counseling network operations are also suggested. The reinforcement of resource sharing between schools and social institutions, the development of systematic professional growth, and the establishment of sharing platform in promoting positive counseling network concepts are all advised.
