A specific proposal is put forward based on the study results to provide the educational administrations, principals, teachers, and future researchers for reference related to the subject matter. In this study, survey investigation and interviews are employed with respect to the study methods. A random sampling was conducted on 621 educational staffs in Taipei County elementary schools, accompanied by conducting interview with 4 administrators from schools with different scales using purposive sampling. The collected data will be analyzed using descriptive statistics, independent samples t-test, One Way ANOVA, Canonical Correlation, and structural equation modeling. The study hereby presents the following conclusions: 1. The educational staffs at Taipei County elementary schools believe that school organizational culture is moving towards harmony and consensus culture, development culture, and less towards rational culture. 2. Principles, administrators, male, and age 41 and above, and educational staffs with qualification over 21 years at elementary schools tend to show more affirmation towards school organizational culture. 3. Educational staffs at schools scale with less than12 classes or schools located in the rural areas present affirmation towards school organizational culture. 4. Educational staffs at Taipei County elementary schools believe that the result of school innovation management is generally good. 5. The educational staffs at Taipei County elementary schools believe that the implementation and effectiveness of student activity innovation shows a better result than school innovation management; whereas the implementation of course teaching innovation and resources shows a worse performance. 6. Principles, administrative staffs, male, age 41 and above, and educational staffs from Taipei County elementary schools with qualification of 21 years and above show more affirmation on the subject related. 7. Educational staffs from school scales with 12 classes or less, or schools located in the rural area, show more affirmation on the effectiveness of school innovation management. 8. There is a significant positive correlation between the organizational culture and school innovation management from Taipei County elementary schools; whereas there is a highly significant positive correlation among the development culture, harmony and consensus culture, and school innovation management. A specific proposal is put forward based on the study results to provide the educational administrations, principals, teachers, and follow-up researchers for reference related to the subject matter.
