But what is left after the annual media hype? Tourists still make short stops for sightseeing and buying local specialties, and they rarely stay long. Nothing much has changed. Therefore, Shihmen Elementary School developed the program “ Wind of Art” to incorporate the festivity into education. Throughout the program, students share the prosperity and experiences with the community, and thus develop their love for the school and the town. In the program, the school serves as the center of the project while voluntary mothers work as a team that assumed the responsibility of teaching students to make their own pneumatic crafts such as kites, pinwheels, and wind chimes The program is expected to be integrated into community development and the artworks are to be featured during the festival. The main purpose of the study is to evaluate how much students identify with the festival after their participation. During the study, questionnaires and interviews were given to students, teachers, parents, and visitors. After processing and analyzing the data, a qualitative elaboration of suggestions and possible developments for the program and the festivity was deliberated. Based on the study, students have positive evaluations towards both “ Wind of Art” program and Shihmen International Kite Festival. At last, suggestions and feedback were made for developments of the program. Through reflections, reasoning, and interactions conducted, the program is able to help students to connect arts to everyday living and better identify themselves with the festival.
