Either non-governmental organizations or the government has to computerize all the information in an era of informationization. Information technology outsourcing has been considered the optimal way to improve the competitiveness of the public and private sectors alike. The best reason for making use of information technology outsourcing is to maintain the core business and take advantage of information technology immediately. Therefore, it can help us keep the core skills, provide more service and improve efficiency. By systematically examining and sorting the evaluation criteria related to governmental procurement of information technology system found in governmental procurement law and in various literature, we further conducted interviews with the personnel involved in system installation, adding and deleting certain criteria in the revision of the first draft of the evaluation criteria, in order to ensure its completeness and determine the importance among each criteria. Furthermore, by using the ELECTRE method as the evaluation tool, we were able to prioritize the bidding contractors in an actual case study. The results of this study will be of great help to the government when procuring information technology system or system maintenance for the first time, as well as practical guidelines for selecting appropriate contractors.
