And provide the suggestion for associate organization and administrator. The conclusions of this research are followings: I. The subject school teachers’ viewpoints on the reason of school merges and the effect on their work. 1. The school budget should not be the priority consideration while school merges. 2. The reason why the teachers of the subject school oppose the school merges. (1) Perspective of student: A. Guarantee the students’ right of education. B. Students do not have the sense of the belonging of the new school. C. It will create problems for students when they encounter the different environment and culture of the new school. D. When school over develop their unique characteristics, it will indirectly affect students’ right of education. (2) Community perspective: E. School is one of the community centers; school merges will increase the rate of population immigration. F. The community could become desolate after school merges. G. Influence students’ community identification of their own village. 3. The actions which interviewed teachers wish government to do when school faces merges. (1) Arrange shuttle bus for students. (2) Tracking the students’ learning status after they were settling in a new school. (3) Listening to the voice of relative people while making the decision. 4. Teacher’s opinions on the way of school merges and the bottom line when the necessary merges must take action: (1) It is least effective for student if merging of schools can become dividing into sub-campus, and sub-campus become sub-class. (2) Teachers in the subject school hope that the school merging does not have the student number threshold. 5. The government should have following standpoints during school merges from the viewpoint of interviewed teachers: (1) Government should provide assistant during the school merge. (2) Government can refer to the methods of nearby countrys. 6. The effect on subject school teachers’ career while school merges: (1) Due to the insecurity of their career after school merges, it will affect the teachers’ teaching attitudes. (2) The role of teacher is embarrassing during the process of merging. (3) For the teachers above the quota number due to the school merging, government should take action before the merges occur.. II. The relationship between school size and student learning results from the subject school teachers’ viewpoint. 1. Teachers believe that the school size will not affect the teaching quality. 2. Teachers believe that how the school size affect student group development depends on how they define group development. 3. Teachers believe that school merges does not always yield better learning environment and higher education quality. 4. Teachers believe school merge violate the equal opportunity of education. III. The suggestion for small scale school development index from the viewpoint of subject school teacher. 1. Standard Index: Dependence of community on the school index and the school age index should modify or remove. 2. Particularity Index: aboriginal area school index should remove. 3. The opinion of the people who is relative to the school merges should include in the index. Finally, provide the suggesting for the education administration when they encounter small scale school merge according the research results.
