As Digital Archives has been set into action, we also hope to advance commercial value by the Digital Archives generated product or service in the industry. For the sake of promoting the application of Digital Cultural Assets in Taipei County, Cultural Affairs Bureau of Taipei County Government protocols an exchange platform of creative applications management and service; establishes digital elements, design units storage and display product data storage for end-users, as well as providing service for management, display, authorization, merchandizing, empirical exchange of digital items. Furthermore, it can connect the chain of Cultural and Creative Industries promote Taiwanese cultural assets and create new industrial value as a result. In order to construct and develop the platform which combines CC (Creative Commons) and the seven main concept “i7” (intelligent, innovative, integrated, incubation, internet, interchange, idea), this research adopts the approaches of documentary analyses, questionnaire survey and expert interviews to investigate the digital content and cultural creative industries’ expectation for exchange and matching of digital content and culture creativity. At First, comparing the related literature and content developed by the exchange platform of digital content and value-added applications is used to demonstrate the differences between Taiwan and other countries. The second, adoption of quantitative analysis by questionnaire methodology to find out the differences and similarity in platform function between “merchandise manufacturer” and “creative designer” by using T-test and ANOVA statistical analyses; And furthermore to suggest the necessary function to construct the “i7CC” based on the statistical analysis and results of the questionnaire. The third, this research also conduct a focus group meeting to obtain experts’ opinion for the platform operation direction in the future. According to findings of this research are seven major constructs such as “Events and News”, “Display Window”, “Matching Zone”, “Membership Center”, “Knowledge Base H1.0”, “Blog” and “Member services”. It is hoped that the “i7CC@Taiwan” platform (URL: http://i7cc.tpc.gov.tw) can provide creative designers the digital content that can converge the unit of product manufacture on the platform, combining ordering on line, editing on line, proofing on line, estimating on line, and purchasing on line in which it can establish a more direct and easy channel for exchange and provide related consultation service (such as digital content licensing) and energize the chain of cultural and creative industries.
