The EU is facing climate change, increasing energy import dependence, rising energy prices and other issues. The European Union released "Green Paper:A European Strategy for Sustainable, Competitive and Secure Energy." to reverse the trend in 2006. In order to ensure sustainable, competitive and secure energy, the EU is promoting a series of energy programs for achieve energy goals. The European Commission than announced "An Energy Policy for Europe" on January 10, 2007. The energy policy’s targets and objectives are as follows: (1) to cut its own GHG by at least 20% by 2020; (2) to improve energy efficiency by 20% by 2020; (3) to raise the share of renewable energy to 20% by 2020; (4) to increase the level of biofuels in transport fuel to 10% by 2020. Therefore, this article would study the subject of EU Energy, focus on energy policy actions, status and the promotion of the Act, measures. This paper is mainly an analysis of the European Union's energy policies and laws and the evolution of the EU energy policy and implementation. The content of this study is divided into six chapters, described as follows: Chapter 1 introduces the motives, purposes, method, scope, limitations, and the structure of study. Chapter 2 is the EU’s energy policy development, recalling of the development of the EU energy policy, in order to understand the background of the EU energy policy, motives and objectives. Chapter 3 is the specific content of the EU energy policy. In order to promote an understanding of the implementation of the EU energy policy. Chapter 4 is the legal side of the EU energy policy, analyzing of laws of the EU energy policy. Chapter 5 is a review of the EU energy policy.
