Discussion on Implementation Mechanism for Leveling Townhouse Arcades - Taipei City Government's Implementation Experience

碩士 === 國立臺灣科技大學 === 營建工程系 === 97 === When a city is developed maturely enough, a high level living quality would be requested by its residents. In Taipei City, those unfriendly walking environments in arcade area have been complained as an embarrassment of city image. Furthermore, such problem is full of downtown areas in Taiwan. Aware of this issue, a leveling and revitalizing plan on arcade area in Taipei City has been promoting by the Authority. According to the government report, about 80,000 maters arcades have been renewed in the past 8 years. It has been seemed as a great success and the experiences should be followed by other cities said by the minister of the Ministry of the Interior. However, the execution system has not been documented before. In order to make Taipei experiences clearing and easy to be followed up, the purpose of this research is to understand the relationship among plans, community, and organizations in the process of the revitalization project. Three major measures, including literature review, case study, and interview, have been adopted to approach the way the arcade leveling policy has been executed. Through this research, there are some important strategies which benefit to the progresses on the arcade plan. First of all, the community building method has been emphasized in this project. Then, the project has been performing as a cycle with six steps, preparation, plan, discussion, design, construction, and administration. Moreover, the cooperation among government organizations, non-government organizations, and community organization is the key point in the executive system. The results of this research have been looked forward to contributing for the similar project in other cities in the near future.
