To effectively adopt information technology and adequately allocate the inter-resources becomes one of the most important issues for enterprise management. However, one of the major problems in developing a resource plan is the resource limitation. It is realized that the operation of an information system is highly related to the Internet. Therefore, to develop an information system plan should first consider the infrastructure for the enterprise information systems. Although cost to build the enterprise information network is comparatively lower than the establishment of whole information systems, the quality of infrastructure is the key success to information system performance. This research conducts a case study where T company is used as an example to drive key factors for developing an enterprise information network. The data collection is based on the interview of top managers of the T company. Research results indicate that key factors would be (1) the definitive vision, (2) the support of top management, (3) the ability of the system developers, (4) the outsourcing technology, and (5) the user participation. A comprehensive system analysis and design is also an important step in developing the enterprise information network.
