However, viewing the public land management and the using phenomenon, actually fall into four scotomas of the land utilization question: Leaves uncultivated not being used, less using, the contrarily using (to take), improperly using, that creates the goal which the public land has not put land to the best use, and violates the environment justice, the social justice and land utilization real righteousness. This research has concentrated on this, then proposed the the goal of Twd land’s use, investigation and study, discovers the question to conduct the research for the sign. In order to reach the above research, the content of the research is divided five chapters of 17 sections. The first chapter limits the research goal and the research content by the system logic and the inference method. The second chapter proves the law to carry on the literature review, collecting the correlation theories and taking this research regarding the public land’s use. The third chapter by the real diagnosis law and by solid boundary observation to diagnose the Twd’s land case, in order to excavate question and carries on the discussion. The fourth rules induce the survey result, discovering the Twd’s land of not effective use behind the reason, and grinds raises the Twd’s land of effective use improvement countermeasure. Finally the fifth chapter proposes the conclusion and the suggestion. Certainly, The public land use besides should maintain the original use goal and the function, should also rely on the metropolis plan related law, in not hindering the original use condition, can also give dual attention to “the public benefit” and “the community responsibility” which takes the most economical use to the land, and puts land to the best use (efficiency) and the place benefits sharing (fairly). Therefore, the government apparatus must manage the use of regarding the public land by the enterprise to ponder that the transformation formerly soared the room method of the sale by sealed tender, the property effective use and the activation, enhances the land utilization potency and improves the metropolis landscape, achieves the official assets to continue forever to manage and the display economic efficiency. This research takes the TWD’s land as a scope, and presents situation whether to conform to the use principle. To grind the self-criticism raises the TWD’s land effective use. After investigation, to take the water land, the barrage land, the channel water distribution land, the water purification land, the pressurizing point land, the distribution reservoir land, the dormitory land, the employee's official room land and other land etc., according to its use attribute discrimination proposes the improvement countermeasure effectively by way of the development using the suitability using the topic.
