Especially when we became the member of WTO, our business is facing the critical challenge from the emerging coun-tries and the middle and Eastern Europe. This study is trying to investigate the correlation among the vari-ables of resources base organizational learning out of firm develop-ment and core competence, and is there any relatedness to be applica-ble for different industries? So that we can develop the KFS (Key Factors to survival and success) for firms to adopt for their business development and further growth. From the course of studying , we find that the key success factor will be change because of variety of industry, products, difference of time in enterprise. And the key success factor is the important to the competition advantage in the industry of enterprises. And from the viewpoint of resource basic theory to obtain and enhance enterprise’s competition advantage should be based on the resources the have had. Case study is employed to investigate the case firm of W company. Carry on the collection of the data through deep interview way, use to probe into enterprises to carry on in many angle course of develop-ment tactics. The case study use to probe into enterprises and carry on it in many angle course of development tactics, enterprise resource foundation, it is key ability and horns many take tactics relation among not developing and can be applicable in different industries? In the hope of finding out the successful factor of key of development of the tactics, to be used as the reference of enterprise's operation tactics.
