The research targets were focused on Miaoli County policemen and proceeded with Stratified Proportional Sampling. There were 650 questionnaires completed and 612 returned; there were 585 out of 650 (or 90.0%) were valid. Data analysis by SPSS 12.0 (for Windows) software. The methods included descriptive statistics, t-test, one-way ANOVA and Pearson product-moment correlation. Based on the result, the top five reasons in leisure constraint of police-officers were: “Vacation timing is unusual”, “Low motivation”, “Insufficient time”, “Depends on the weather conditions”, “Inappropriate locations for leisure activities”. For leisure participation, the top five reasons were: “Participation in singing”, “Visit friends and relatives”, “Reading for knowledge”, “Enjoy the movie”, “Participation in development activities”. In addition, we select those reasons to compare with the norm data which was the police-officer participated in physical and mental health of Taiwan citizens. We found that the police-officer gain lower scores in “Physical Functioning (PF)”, “General Health (GH)” and “Vitality (VT)" then average score of Taiwan citizens. In the study, there was diverse degree of differences such as the police-officers basic properties of the personal variables, leisure constraint, leisure participation and health-related quality. Meanwhile, there has significant correlation between the three dimensions of leisure constraint, the five dimensions of leisure participation, and eight dimensions of health-related quality of life. It is hoped that this study could provide a useful reference for police institution, police constable and further research in diminishing participation constraints in recreational activities and enhancing both issues of leisure participation and health-related quality of life.
