The main cause of land development is the orogeny caused by frequent movement of the plates. Thirty thousand years ago (possibly fifty thousand years before), human started interacting with the land. A stable relationship lasts until Dutch came in 400 years ago. In the mid 18th century, Europe started a series of industrial revolution, massive machines replaced manpower and animal power. The balance between human and nature began to change. Followed by the industrial development of European countries, they began to expand their power (military and commercial) with their achievements. We can categorize the utility pattern of the land into four stages according to the intensity of the land use. Before Dutch period there were Aborigines period and Dutch period. Qing dynasty there were Han Chinese period and Japanese period, natural resource utilization period, KMT period and industrialization stage. The KMT period’s obscure policy in natural resource management and developing projects brings a series of chaos to the land use. Also occupies the major cause for the mass destruction to the land and ecology. In the beginning of KMT period, for the sake of sudden increase of 2 million population, without planning, the government started a plundering way of development on the environment. From agriculture as the major policy to using agriculture and forestry to bring up the industry and commerce. All these developments destroyed the balance of the ecological system, and ignited the destructive consequences thereafter. This research stands in a point of view of history and space, discussing the history of the land use and it’s changing mode. Meanwhile pointing out the problems faced by the ecological system when using the natural resource.
