The necessary key factor was supply of industrial park lands. But during spread period of Financial Tsunami, it made seriously impact to the whole industrial environment and affected to the investment. This study for the enterprise in the industrial parks when they evaluated the investment-decision process, and found the key factor of their location selected. Further to analyze the strengths and weaknesses of the investment environment. The purpose of this study could provide specific suggestions for government to improve both on investment and follow-up enterprise attraction. The raise on investment would enlarge opportunities of employment. Then enterprise had confidence to invest Taiwan for long term that could break through the great depression and create new economic situation for government and them. The frames composed of 8 dimensions that were “Policy and Executive”, “Environment Protection”, “Research and Development”, “Social Culture”, “Human Resource”, “Industrial Cluster”, “Operational Cost” and “Investment Decision-making”. This study scopes included Changhua Coastal, Yunlin Technology and Litze industrial parks that had developed by MOEAIDB. This study objects had drawn from the enterprise in the industrial parks that is operating, constructing factories, applying for lands and evaluating their investment project. The sample frames of this study had drawn from the 3 industrial parks service centers and industrial parks developed units that to provided questionnaires. And the chairman of board, president, vice president and factory director or high-level mangers of the sample frames were the respondents to participate. This study provided 450 questionnaires, and each of the industrial parks was 150. A total of 101 completed questionnaires were returned directly to the researchers (constituting a 22.4 percent response rate). Methodology of Structural Equation Modeling (SEM) had used to examine and verify. SEM Measurement Model examined the factor structure of theory, reliability and validity in this study that used by Confirmatory Factor Analysis (CFA). SEM Structure Model examined the causal relationship between latent variables and further analyzed the effects on “Investment Decision-making”. Social Culture about enterprise investment decision-making is critical because of living quality nearby selected location, be familiar with local residents and the concept of enterprises. Then Human Resource is another critical factor because of employee’s superior quality and sufficient supply. That will enable enterprise become more competitive and the necessary condition in sustainable operation development.
