The unique organizational phenomenon of having staffs of multi-identities in an organization, which adopts different legal systems, regulations for different staffs, and among them, the military post personnel occupies the whole member's 78% ,organizational identification and organizational effectiveness of the organization are interesting subjects for research. The motive of this research includes: 1. Coast Guard military personnel authority to the military police of the identity of the work of the administration of justice, to enhance the effectiveness of Coast Guard, we should understand the functions of Coast Guard to identify the best ways to adapt. 2. Coast Guard military personnel attitudes of organizational identification, whether the response of organizations have a sense of belonging, whether or not to reach the driving force organizational goals and can generate organizational effectiveness. 3. Coast Guard authorities and the Department of Defense military task attributes are different. Coast To study Guard military personnel study the functions of organs and tissue identity issues, not only knowledge, academic value, but also on the current increase in the actual understanding of the phenomenon or problem to enhance the effectiveness of Coast Guard. The research paper’s object is Coast Guard Administration-- Northern area Coast Guard Bureau. The data were collected through surveys, and the analysis was displayed by descriptive and inferential statistics. The results show that: 1.There are significant difference between the coastal patrol function and organizational identity. 2.The personnels function of voluntary service is higher than obligational service. 3. The organizational identity of voluntary service is higher than obligational service. 4. Easements has a significant effects of interference and regulation between personnels function and organization. In this study, academic proposals for the functions of public sector research, are still not adequate. If we can continue to flow of the questionnaire survey, and even to qualitative research methods to explore diverse functions of public sector research organizations, it will help to enhance public sector reform and innovation and enhance the effectiveness of government administration. In practice on the Coast Guard should establish the functions of the model, strengthening the professional competence of existing staff and make the best use of organizational identification, in order to achieve a high degree of internal integration and to adapt to external changes and to provide Coast Guard authorities, researchers and the follow-up reference.
