The purpose of the study can be generally classified into the discussion of the demands on the domestic carriage logistics, the analysis of Taiwan Railway’s strategies in integrated logistics and the initiative design of railroad transport logistics centers. The transport polices of The Ministry of Transportation, the development policies of carriage transportation and the influential elements in Taiwan Railway’s development of integrated logistics services are all within the scope of the major discussions. Through analyzing and exploring related literatures about Taiwan Railway’s present management and the carriers’ demands and needs, the research tries to present the analysis of integrated logistics’ efficiency, the problems of Taiwan Roadway’s carriage management, and the initiative design of the future development of the railroad logistics services and facilities. Moreover, the exploration of the possibilities of redesigning its railroad logistics centers and well-developing its integrated logistics services through the process of redistributing the present resources is also within the major concerns of the research. The main conclusion of the study focuses on the following three points: 1. Because of the development of economics, the raise of GNP and the gradual changes of consuming demands, the development of logistics and the “channel revolution” have been formed. At present, besides actively controlling the present goods supplies, Taiwan Railway should broaden the carriage business by designing investments plans about the composite transport and express logistics. Taiwan Railway should also make the most use of the release of the accommodation of major road lines’ passenger transport after Taiwan High Speed Rail Corporation begins to run. 2. Taiwan Railway can integrate with other transport carriers, strengthen the functions of composite transport and design each main station’s logistics center as soon as possible. The research designs to construct railroad logistics centers in the north, the south, and the middle of Taiwan. Since Taiwan Railroad Stations in cosmopolitan cities must develop business to gain the best economic efficiency, it should choose nearby second-level cities or towns to develop its integrated logistics service centers, without interfering the functions of its major railroad lines. 3. The keys to the success of Taiwan Railway’s development of integrated logistics services are decided by two elements. a. Domestic carriers generally encounter the difficulties of getting the land of logistics centers and of being troubled by high rental cost. If Taiwan Railway can develop composite transport, release land resources, and construct local logistics centers, then, the total logistics cost can be greatly lowered. Moreover, the industry competence can be highly raised. The researcher estimates that the adequate process can raise the carriage load of 1.69 million tons at most. If compared with the number of 2007 carriage tons, this step can raise 14.8% load rate per year, and lessen 84,500 times of mid-ranged and long-ranged highway trucks. b. The evaluating methods of carriage fees can be simplified and changed to adopt standardized box car or pallet methods. Furthermore, in order to develop business, each management should be endowed with the rights to flexibly adjust logistics centers’ rent and the carriage fees. Besides, the major concerns of Taiwan Railway should also include the proper distribution of human resources, the update of necessary equipments and facilities, the great increase of the working system efficiency and the deduction of mistakes of systems. The projects which can reduce costs and raise service qualities, such as RFID Tag, automatic sensor gate, and system indicator board, should be widely applied.
