The author summarized the key factors of successful industry clusters and the development of technology parks through a review of industry zoning, clustering theories and a great volume of literature on institutions along with a discussion over the development history of domestic and overseas technology parks. The author analyzed the influence of institutions over Taipei Neihu Technology Park and Nangang Software Park by comparing the external institutions and internal operational performance of the two technology parks. The research discovered that Nangang Software Park is superior in human resources, knowledge base and community network whilst Taipei Neihu Technology Park fares better in capital resource and the presence of associated and support industries. Such discrepancy in development has been mainly driven by external institutions such as infrastructure, government policies and social networking. In addition, investigation showed that specific industry policies applied to Nangang Software Park such as the blueprint of an Asia Pacific Software Center and “6688” lease subsidy have had a profound impact on the Park’s aspiration to become an Asia research and development center. Furthermore, based on an analysis on internal operating performance indicators of the two parks, there is an obvious clustering of non-traditional manufacturing industries and knowledge-intensive service industries in each of the two parks, both of which have better competitiveness and operating efficiency than the overall industries in Taipei City. Finally, an investigation into interview records with resident companies in the two parks indicated that there seems to be a lack of interaction among companies in the parks. In other words, the informal system of mutual learning, adapting and networking has failed to take place, which may have led to the trend of declining profit margins for companies in the two parks. In summary, we have drawn a conclusion from the analysis of external institutions and internal operating performance of the two technology parks that the implementation and execution of institutions are key to the successful and sustainable development of the two parks.
