It would be a big challenge for people to achieve project goals if it is limited resources, limited time, and budgets. To lowering the uncertainty of the projects and making sure the completion of the projects to be as schedule, as quality required, and as budgets, it will need to build up the project management platform, as well as controlling huge non-structured projects files within the projects and the co-ordination communications, performance assessment, and auditing examinations between projects members. These will be based on the principles of the project management knowledgezation, the projects knowledge toolization, and the mission activity systematization, orderliness and quantification. The tools and functions for the software project management currently are most likely dealing with structured problems and questions. If they were used for complicated projects, the provided functions are still insufficient. This study will demonstrate an online software project management system. It will combine the software project conjunction model with the practical used software tools and functions in the industry, the criteria used for ISO and CMMI, the project management knowledge structure, working time record for the project personnel each day, and the exactly working time for the projects to simulate and estimate the expected working time for all project personnel. Thereafter, it will design a rough framework of software project management. Through the method of system demonstrated verification, it will be addressed the functions of the management supervision and control, tactic analysis and planning for the software projects. In addition, it will enlarge the value and synergy of experience learning for the projects. The feedback of information and the records of working output on every stage will be as the assessing bases and experience references for the next similar project. This study will point out the project coding system, and record all input and output related information of the software project based on the functions and designed concepts of demonstrated system. It will be the important reference information for the software project design. It is very important for establishing the data base of the project progress and documents as they can be referred to, searched, obtained, and shared once any similar projects will be implemented in the future whatever the outcome of the projects succeeded or failed. By initiation, diagnosis set up, action and learning model, along with the demand management, project management and the operation of needed tools, they are benefited for the projects with expected evaluation and complete resource distribution when they are planning. Furthermore, they can effectively take rectified actions, supervised control, and managing and controlling tracking when the projects are implemented. Last but not least, they will help organizations to have more diversified thinking and decisions when they are planning software projects to enhance the efficiency of the project and the achievement of the goals.
