The issue on how to reduce power consumption of VLSI circuits has become very important. This paper aims at the reduction of power consumption in ROMs. We used the method of phase assignment to minimize the number of transistors in the core cell of a ROM, and then achieve the goal of dynamic and static power reduction in memory array effectively. Beside this, most of ROMs use full custom design methodology, hence, the design times we spend and the cost will increase relatively. Therefore, we proposed an automation compiler to be aimed at ROMs. The compiler will generate layout automatically according to ROM table. In the part of designing the compiler, we could meet the requirements of users for ROMs. It uses SKILL language to decide the cell in each part of the circuit, and then select the optimum dimension to generate the layout of ROMs. The generated layout will be test and verify the user’s demand and the design rule.
