We used the tool of questionnaire to know the current situation and variable analysis to analyze the variation among different background. Questionnaire investigation for the current situation of perception on leisure life, adherence to territory and quality of life was conducted in the retired public servants retired from Nantou County Government and its thirteen township offices. Out of 300 copies of sending out questionnaire, 269 copies of effective questionnaire returned. The effective questionnaire return-ratio is 90%. After collecting the questionnaire, we proceeded coding and entering the data, and analyzed and researched the data by using the analysis software SPSS and the methods of Descriptive Statistics, Factor Analysis, Product-momentcorrelation, T-test and One-wayANOVA. The main result of the study came out like the following: 1. There are big differences in the perception on leisure life among the people with different background. The perception on leisure life of the retired public servants is positive and aggressive. 2. The retired public servants with different background have different feeling and identification of adherence to territory. The more time and resources putting in, the more satisfaction and expectation the retired public servants have for the territory. The objects in the case will regard Nantou as their hometown and spend their lives in Nantou. 3. There are differences in the quality of life among the retired public servants with the variable of different background. This study concluded that if we want to raise the quality of life, including satisfaction and environment, etc., we should improve the general related factors of the whole society and environments. We should also give consideration to both their physical and mental health. 4. There are positive relation among the relation of retired public servants’ perception on leisure life, adherence to territory and quality of life. The study also concluded that the better the perception on leisure life the retired public servants have and they identify with Nantou, the better feelings they will have for Nantou and the more willing they are to stay there. The better the perception on leisure life they have, the higher standard of satisfaction for life and environment they will have. They will then ask for better function and benefit of leisure facilities and activities, thus they will get better quality of life. The more they adhere to their territory, regard Nantou as home, feel good with it, the more efforts they will put in Nanou and the better satisfaction to Nantou they will get. This is the positive relation among the three.
