Recently, global environment and climate degraded exponentially, so major metropolises gradually progressed toward eco-city status because of these warning signals. By reviewing relevant research, it shows that economic development was always seen as a higher priority than ecological environment conservation in Taiwan’s early phase. For that reason, there have thus far been few discussions over the global issues, like sustainable development of eco-city. Therefore, it is time to establish a set of the sound indicator system of evaluating eco-city in order to make Taiwan’s urban environment more livable. After reviewing relative research, this study employed Fuzzy Theory combined with Fuzzy Delphi Method and Fuzzy Analytical Hierarchical Process to practice the procedure of the two-stage questionnaire survey into experts’ opinion. The aim of this study attempted to structure a set of the evaluation indicator system of eco-city which is suitable for Taiwan area. Furthermore, the empirical investigation was carried out in Taichung city so that the problems of Taiwan’s stepping toward eco-city could be grasped, and then suggestion and improvement would be made. Results of this study revealed that the evaluation indicator system of eco-city consists of three parts. One is social progress; another is economic development; the other is environmental protection. Totally, there are 23 items of evaluation indicators. In the entire structure, the weight of environmental protection is given the highest score; the weight of social progress is the next and economic development gains the least score. It implies that so far the domain of environment protection is still highlighted comparatively in Taiwan, and the urban development stagnantly lies in the consideration to the domain of the green environment. The sustainable development of the other two domains, namely social progress and economic development, are sparsely considered. Also, it shows that parts of indicator items, such as the utility rate of green energy in the cities in Taiwan, the percentage of perviousness in urban surfaces and the structure of the ecological network, still lack detailed statistics and further research.
