碩士 === 國立臺北科技大學 === 建築與都市設計研究所 === 97 === The national non-public use land is the national asset. It covers a vast area and it is not easily managed. It is Controlled by The National Property Administration, Ministry of Finance（NPA）. In recent years, the manpower of The NPA has been insufficient. In addition leasehold, sale and superficies rights of the national non-public use land has grown exponentially. The work load of The NPA has steadily increased over the years and because of this The NPA has not been able to pay extensive attention to the administration of the national non-public land. Therefore it has caused the national non-public land to be idle or when occupied, not used to its full potential. In recent years, the government encouraged the idea of load shedding and outsourcing to various Administrative institution. It would adjust the government’s role and the function, and lighten the government financial burden. The NPA needs to import technology and manpower from the folk institution urgently, because of the shortage of manpower and the ever increasing business. The research is based upon viewpoints expressed by the Agency Theory, Estate management, documents reviews and the expert interviews. It also discusses the asset administration of Estate management. There was a conclusion that is the compatibility for the national non-public land management and the asset management of Estate management. The asset administration of Estate management may potentially belong to the executor of the national non-public land management service. The research discussed the questions and countermeasures of outsourcing of the national non-public use land management with system, management and technology. The research concluded with the basic principle that the utilization of the national non-public use land would fare better with outsourced management. It is hopeful that through outsourcing of the national non-public use land management would operate more effectively.
