This paper proposes a new block-based DVC coding scheme . By making simple fast motion estimation at the encoder, the blocks are classified into the Wyner-Ziv blocks or the intra blocks. The Wyner-Ziv blocks uses turbo coding to make the correction apart from the side information, and the intra blocks uses the H.264 intra coding. The block classification information generated at the encoder is employed at the decoder for better side-information generation. Furthermore, we propose a flexible intra-block renewal principle to increase the coding efficiency. Compared with other DVC methods in the literature, the method presented in this paper has higher PSNR under the same code rate for more still videos.
