In the effort of promoting the innovative service on government file utilization by the people the central government has currently constructed the “National File Catalog Inquiries Website” and “National Archives Information Website”. Also, various government agencies nationwide have actively collected and established their respective archives for documentary preservation under electro-digital catalog. However, it appears that there is much room for improvement, since such an effort, from the perspective of democratic administration, has not yet fulfilled the value of “the people’s right to know”. Thus, this research argues that, in this regard, by exploring the factors of government officials dealing with people’s behavior in applying to the utilization of government files shall serve to untie partial riddles. Accordingly, this research has established an analytical framework through the perspectives of ”Plan Behavior Theory,” “Innovation Diffusion Theory,” “The Administrative Discretion” and “File utilization” in order to analyze the key factors affected official behavior on releas-ing the files to the people. Methodologically, this research adopts the “multiple-case study method” under which 8 different key cases have been consciously selected. These cases are divided into two types which are “files agreed to be utilized by the people” and “files limited to be utilized by the people.” Then, the author collects data via the methods of “in-depth interview” and “secondary data Analysis.” After com-paring these selected cases, it seems that the factors of “compatibility,” “complexity,” “psychological risk,” “self-ability” and “unbiased role” are more crucial than others. In other words, these factors serve as more important factors to official’s “approval” or “disapproval” in releasing the government files.
