| Summary: | 博士 === 臺北市立教育大學 === 教育學系博士班 === 97 === The primary purpose of this study was to construct the policy formulation indicators for Top University Advancement: the perspective of globalization. To discuss globalization is affecting higher education in many ways, aiming for the Top University policy of Taiwan and formula of higher education in other countries, to construct the policy formulation indicators of Top University Advancement.
The study was used to literature review, to interview the executor of top universities , and used Delphi method with a series constructive questions, to build up the policy formulation indicators of Top University Advancement.
The study results of the policy formulation indicators of Top University Advancement are 5 dimensions, 20 dimensions and 44 indicators. The 5 dimensions, includes the necessity of policy formulation, the feasibility of policy formulation, the rationality of policy formulation, the validity of policy formulation and the comprehensiveness of policy formulation. The necessity of policy formulation dimension includes 4 dimensions: the necessity of cause, the necessity of urgency, the necessity of effect factor, and the necessity of cognitive dimensions; the feasibility of policy formulation dimension includes 5 dimensions: the feasibility of laws and decrees, the feasibility of budget, the feasibility of politics, the feasibility of policy form a complete set , and the feasibility of policy executor; the rationality of policy formulation includes 5 dimensions: the contents of positive policy, the contents of policy communicate distinctly, the consistent policy, the rational communication of policy formulation, and the aim ,value and perspective of policy; the validity of policy formulation dimension includes 3 dimensions: the definition of policy aim, authority and responsibility, the specific criteria of policy execution, and the standard of evaluation for policy result; the comprehensiveness of policy formulation dimension includes 3 dimensions: the overall proposal of policy, the distribution of funds and resources, the innovation of policy strategy.
Based on the results, concrete suggestions are proposed for the government administration and agencies, academic inistitutions.
