In order to satisfy customer demand and provide high levels of service, enterprises tend to outsource their non-core business, such as logistics operations, to professional logistics service providers. Such services are called 3PL (third-party logistics). However, traditional 3PL providers only offer logistic operations related to physical transportation, and cannot effectively integrate supply chain resources. 3PL can no longer satisfy customer demand under such circumstances, and 4PL (fourth-party logistics) providers have begun to develop. 4PL mainly utilizes information and technology to conduct supply chain resource integration and execution, as well as providing effective supply chain resource integration solutions to customers. One of the key issues is how to assign logistic activities integration or jobs consolidation to appropriate 3PL providers. Previous studies have adopted weighted fuzzy goal programming to design optimization problems. However, it is difficult for decision-makers to determine proper weights. This dissertation constructs activity assignment problem of fourth party logistics by preemptive fuzzy integer goal programming, and proposes a modified particle swarm optimization to solve such problem. The proposed method does not require weights, and precludes results lacking feasible solutions caused by improper resource setting. Proposed modified particle swarm optimization includes perturbation strategy and mutation operator, respectively. Numerical analysis shows that proposed modified particle swarm optimization with mutation operator possesses performs well and effectively solves the 4PL activity assignment problem.
