Therefore, it is important to discuss the education issues of children of Taiwan new immigrants. The object of this study is to understand the information literacy of New Seed of Taiwan, the differences between these students and native spouses’ children and to explore the factors that affect information literacy of New Seed of Taiwan of elementary school senior graders in Youlin. The study divides the information and technology abilities into five core capability areas: the cognition of information technology concept, the exercising of information technology, the processing and analyzing of data, the recognition and application of Internet, and the integration of information technology competency and humanity. Information and technology ability test is used as research tool. 1074 senior graders are chosen from Youlin public elementary schools, among them there are 98 children of Taiwan new immigrants. The results of the study are as follows: 1. The information literacy of children of Taiwan new immigrants is above the average level. 2. There is no obvious difference between children of Taiwan new immigrants and native spouses’ children in information literacy. 3. The information literacy of the children of Taiwan new immigrants is affected by relevant factors, including gender, computer equipment at home, whether to have a family member to discuss with, weekly use of computers, mother’s education level, and the support form the parents. 4.
