碩士 === 國立勤益科技大學 === 流通管理系 === 98 === This theory focuses on the beneficial evaluation on both the industrial development and the commercial circle in Taiping and Dali once the transport service of Federal Highway Four and the roads of Taichung Life Circle are joined together. The process of mapping out Federal Highway Four Taichung Ring Road was full of twists and turns because of the factors of politics, geography and finance. Finally, the construction project reached the conclusion: to combine Federal Highway Four with the Life Circle Line 2 and 4, which is from Tantzu to Huanzhong Rd. towarding east and turning to south after passing Tantzu interchange to reach Life Circle Line 4; passing along Dakeng, Taiping, Dali and reach the ramp of Federal Highway Wufung System. Although it brings the sensation for the forty thousand citizens in Taiping and Dali who have suffered the agony of being traffic jam, it has its hidden worries. According to the research documents on mapping reports and construction plans from the Country Construction Bureau, it is found that Federal Highway Four Taichung Ring Road belongs to one of transportation road network in the east territory of Taichung metropolis. Besides seeing the quick result of gaining benefit at the commercial areas closed to distributors road in Taiping and Dali, it also brings some good influence on every industrial development. The aspects of being influenced are Multi-dimensional and complex. For example, it has the transportation ability on both regional and national. It would also push the development of the cities forward from the west and the east direction to the south and the north. Furthermore, it would not only have the ability of rebuilding their industries, tourism and recreational business, but it would also improve the regional traffic and experience the beneficial result instantly and greatly. However, it has not reached the standard of being able to set up federal highway and some of its interconnecting roads are hard to evacuate heavy traffic from distributor roads as well. Unless there would be other federal highways being built and other related modification to its interconnecting roads being made; otherwise, its long-term beneficial result would be limited. Therefore, the research would recommend strongly on reinforcing the future coordinated sets of measure to the improvement of Federal Highway 4 Taichung Ring Road. There would be short term, middle term and long term three phases to cope with. The short term is for the local government to actively improve the condition of the present interconnecting roads, eliminate road blockers and clear away the road surface. The middle term is for Taichung municipality government to review metropolis plan on broadening Chungshan Rd, Dongping Rd. and Yuanti Rd or opening up new interconnecting roads. The long term is for the central authorities to complete the construction of Federal Highway 4 Taichung Ring Road at an opportune moment.
