Summary: | 碩士 === 國立中正大學 === 犯罪防治所 === 98 === In Taiwan, juvenile justice for cyber criminal’s treatment model is still at the initial stage, and there is no classification scale for juvenile cyber crime. Therefore, we need to research and organize appropriate treatments that enable us to face the large number of cyber crime in the future. In this study, we devided cyber crimes into nine categories; including posting pornography pictures or words on the Internet, using the Internet to engage in acts of sexual crimes, offences against intellectual property, cyber threats, Internet defamation, cyber-fraud, cyber-trespass,spreading computer virus, and cyber- tampering.
We use Delphi Technique to construct “Cyber Crime Classification Scale of Juvenile Justice”. 15 experts successfully completed three rounds of Delphi questionnaires. The consistency is up to 98%, and 136 projects reached a consensus.The result can provide a reference content for “Cyber Crime Classification Scale of Juvenile Justice”. Overall, this study has two conclusions:
First, it is necessary to construct “Cyber Crime Classification Scale of Juvenile Justice”.Second, the “Cyber Crime Classification Scale of Juvenile Justice” has five major dimensions, including basic personal information, case classification, crime details, the juvenile criminal history, and the positive support system for juvenile. The first two are for the "classification scale", the letter three are "grading scale".
In the end, this study suggests that juvenile justice system should pay more attention to the implementation of treatment, construction classification scale tools for each criminal type, and the use of community resources to assist youth counseling. Future research can be extended in the following directions: (1) pilot study for the “Cyber Crime Classification Scale of Juvenile Justice”, (2) after that, a formal data collection to complete construction of “Cyber Crime Classification Scale of Juvenile Justice”.
