碩士 === 國立中正大學 === 政治學所 === 98 === Taiwan is the first country that passed the “Domestic Violence Prevention Act”. The distinctive feature of the act is the system of “The protection order”. After the act had been passed, the numbers of domestic violence on women that had promulgated was increased years by years. It can be seen through the correlated statistic data. That revealed compatriots doesn’t look domestic violence as family business anymore. Also the conservative ideas of “Domestic scandals should not be publicized” changed gradually. Although the arrangement of the domestic violence prevention network is mainly be the public sectors. But police response the most important duty and the earliest intervention. Especially after the goal of the act from “in order to promote the harmonious of family and to prevent domestic violence and protect the interests of the victim of domestic violence” turn to “prevent domestic violence and to protect the interests of the victim of domestic violence” that manifest the importance of police cope with domestic violence. This research used the “Power and Control Wheel” to explain types of violence also explain the situations of other countries nowadays. Through the documents and in-depth interviews with social workers, domestic violence police officers and the women who were the victims of domestic violence in Chiayi County. Due to the interviews, majorities of victims of domestic violence illustrated the efficiency of domestic violence of women. Chiayi city police bureau can integrate the prevention network and build group mutual trust. But there are some parts have to be reinforce like the police’ educational training and general capacity, reform the culture of police organization (from up to down) and police have to commitment to the social justice and fair, dignity of self. And be honest and clean in performing one''s official duties. Also be competent for a job. Furthermore, the Social Situation/Stress and Coping Theory can precisely reflect the situation of Chiayi County. Last, the research suggested that add one domestic violence police officer in the precinct of police bureau, build the system of proper rewards and penalties. Also to level down the standard of merit certificates and awards to motivate the police officers on duty, don’ make the protection order be used, police officer have to execute the “Domestic Violence Prevention Act” and increase the trust from women victims of domestic violence. In the end of the article hopes that women victims will not connived violence also don’t copy the violent act. Before the justice had been promoted, make yourself to be steady and don’t make one-self to fall into the bonds of Stockholm syndrome. Toward the part of imperfect in the article, hopes more scholars and experts can confer with it. Hopes to achieve the efficient of throw a sprat to catch a whale.
