Ideology provides and sense of purpose and action oath, also has the profound influence to the political behavior, therefore, the ideology with government policy-making and activities are closely related. CCP''s ideology reveal the political direction what is the Chinese Communist leaders support, it also provide leader on Cognitive environmental and an important basis for policy practice. Leaders of the “theory” or discourse, providing a common set of cognitive norms, Centripetal force and goals were formed between members of the group, and guide the direction of policy fulfillment. As the concept of ideology is a member of the common aspirations and goals, the core of ideology is an important source of political legitimacy, therefore, the behavior of leaders、policies must meet certain expectations and consistency. CCP''s policy toward Taiwan and cross-strait interaction, mainland China''s reform since 1978, the liberation of Taiwan is no longer the main objective of CCP''s Taiwan policy, instead, to replace the liberation of the peaceful reunification, and on the New Year''s Day of 1979, "Taiwan Compatriots" in reference to the three direct links of communication. The 13th CCP Congress was held in 1987, it established the "Primary Stage of Socialism", what is the basis for reform and development for the CCP, stable cross-strait relations and peace have become more important, in the same year, the people of Taiwan to visit relatives on the mainland, opening direct cross-strait contacts and exchanges. In recent years, formal cross-strait dialogue of the mechanisms in addition to the SEF and the ARATS, the cross-strait exchanges between parties, Urban Forum''s development, but also for cross-strait dialogue as the focus of public. Different from the material factors of external influence on the actors, this article will emphasize the ideas of structure by the Constructivism, The CCP''s ideology as the main variables and to study the CCP''s Taiwan policy and the interaction between cross-strait dialogues. CCP''s leaders interact with the environment and the process of policy practice, the concept of ideology, ideas of structure constructed identity and interests of actors, at the same time actors form a mutual relationship between constructions.
