With maturity of WiMAX technology, delivering the video streaming over WiMAX is very potential. However, because of high packet loss rate of WiMAX and limited in WiMAX resource, how to transmit the streaming data efficiently becomes an important issue. In this paper, we design a WiMAX video multicasting system. Because of packet loss prone nature of wireless communication, we apply the fountain codes at WiMAX application layer to protect video transmission, thus enhancing overall system performance. Therefore, we propose Reward-based Resource Allocation Mechanism (RRAM), a WiMAX video multicasting mechanism, to formulate the resource allocation issue into an optimal problem. Besides, we also propose three algorithms, exhausted search, genetic algorithm, and layered policy iteration, to optimize the system reward and the resource usage. The simulation results show that our method not only gets the maximum reward, but also avoids unnecessary resource usage.
