The Finnish retired from unemployment tunnel before statutory age has drawn main problems: labor shortage and fiscal burden. One key to response to the ageing challenge is pension reforms. To accomplish this, both 「sticks」and 「carrots」are needed. They are decreasing benefit for early retirement and increasing benefit for late withdrawal from the labor markets after official retirement age. One purpose of this paper is to find out how the Finnish pension reforms improve employment for older workers. It outlines some effects of reforms to postpone retirement: 1.restricting access to other early retirement pathway 2.increasing equity in pension benefit 3.abolishing the cap on the replacement rate 4.decreasing benefit for early retirement and increasing benefit for late retirement The other hand, this paper may provide suggestions for promotion employment among older workers to law makers in local: 1.increasing official retirement age 2.creating incentive for retirement people 3.subsidizing enterprises for recruiting older workers 4.introducing a flexible retirement window 5.shifting retirement concept from「statutory」to 「need」
