That is the Government's policy by the management of cadastral management-related personnel at the same time be changed to management of cadastral not management-related personnel. Although the government to open up agricultural development regulations of any natural person must bear the agricultural land, while non-agricultural population to purchase agricultural land or house-construction purposes, mainly for the use kingie agriculture, more so that agricultural land agricultural policy challenge.
Set the village house-construction policy implementation has been almost eight years, the application only 70 cases, while there is a construction company has been implemented gradually in order to set the village house-construction land development for the real masterpiece. The agricultural uses other than residential, and its tie in with the agricultural land are often located in remote mountainous areas, houses can be built from a base set of the village is very remote, there is no value of agricultural production, and its damage to the original set of the village house-construction of the intent.
Therefore, this study refer to the relevant theories such as "the concept of control policies," and "agricultural land transfer of development rights concept," and at the same time case studies and interviews to explore the Agricultural Development Act (ADA) in Taiwan after amendments to the statute set the village on the appropriateness of the construction of farm policy, a view to provide follow-up policy development and the Act to amend the reference on the future of rural development planning and sets the village house-construction of the development control policies be helpful.
