The main purpose of this research is to understand the reforming process of small-scale schools, and to take Yunlin County schools as examples to probe into the variations on multiple intelligent, administration management, professional growth of the educator, marketing strategy, resource integration, curriculum development, campus construction, and course development based on the educators’ personal and school background. This research is targeting Yunlin County elementary school teachers in first and second stage of school transformation, which collected 107 of 137 samples. Statistic analyzed through conducted surveys that included descriptive statistics, t-test of average number of independent samples, one-way ANOVA. The conclusion of this research has found that there are no differences to exercise the transformation process in educators’ sex or position in school; however, there is a significant difference to educators’ administration management and professional growth in different stages of transformation; schools transformation in different areas also have a significant impact on educators’ administration management, professional growth, resource integration and course development; The size and history of a school exercising the transformation has a great impact on administration management and campus construction. Through the results of this study, there are seven strategies for small schools in the face of transformation: 1. Create a diverse learning environment for students to show their talent. 2. Conclude the relationship of strategic alliances, and promote resources sharing. 3. Encourage teachers to diversified learning, foster innovation teaching. 4. Make good use of external media and marketing, promote the overall image. 5. Use of diverse resources in the land, and plan school-based curriculum. 6. Combine with community resources, and promote school innovative management. 7. Use Blue Ocean Strategy in the curriculum, and develope school characteristics.
