Summary:碩士 === 中華大學 === 科技管理學系碩士班 === 98 === As the operation procedures became complicated, the information system of the arsenals under the Armament Bureau, which included production management, material management, financial accounting, human resources, purchasing and sales management, was more and more inefficiently utilized. Therefore, by introducing the Enterprise Resource Planning(ERP) system, not only could inner and outer resources be well integrated to solve the problems, but could the inefficient operation procedures be thoroughly improved. In this research, the successful ERP system introduction model for the arsenals is referred through case study. Besides, the theoretical bases of information technology introduction, the methodologies for operation procedures improvement, and the techniques of performance evaluation were all collected and analyzed by literature exploration. Furthermore, the comptrollers in the arsenal were interviewed for providing their viewpoints concerning the benefit, and supporting the improvement of relevant operation procedures. As the outcome shown, the key success factors of the ERP system introduction model were not the essential functions, but the powerful support by the high-end management team, the supporting instruments prepared before introduction as well as the application of performance evaluation. Otherwise, the information regarding the comptrolling, finance and accounting undoubtedly played an important role during the introduction process due to their characteristics of decision assistance. The contribution and outcome of this research should be the objective provision of the successful ERP system introduction model, the incurred benefit and key success factors to the arsenal. Most of all, it could be a practical and effective reference for other military organizations which devote to raising efficiency and lowering operation costs by introducing the ERP system.
