Therefore, researchers have turned their attention to risk management in developing strategies of prevention of disasters over all countries. In addition, after-disaster reconstruct has also caught attention among all countries. Although, the science techniques get better, people still cannot monitor and evaluate the costs of a disaster and give prevention in advance. Because of this uncertainty, it is often depends on the leader’s judgment while a disaster is happening. Thus, the leadership is very important in risk management and after-disaster reconstruct. This study aimed to investigate to what extent a mayor’s leadership could lead the people overcome the harm during the disaster and reconstruct their hometown. In addition, the factors which may be useful in risk management and reconstruct will be also studied.
