The development of the agricultural policy has been stressed from the levels of
agriculture, farmers, and farming village to higher levels of production, living, and ecology.
The government has significantly taken a series of policy measure to adjust the direction of
agricultural development. The leisure agriculture has derived from the agricultural
management which is aggressively promoted by the government to transform the type of
agricultural management in the recent year. At this point , it is an opportunity for extending
leisure agriculture, it is also an issue to be concerned by the academic related areas.
There is a variety of agricultural resource in Taichung County, however, the lack of
integration and connection has weak emphasized the character of leisure agricultural
management of Taichung County. In order to enhance competitive advantages for the leisure
agriculture in Taichung County, the study has investigated the current status of leisure
agricultural operation, the characteristics of a core resource, and management of issues. The
results has summarized the advantages and disadvantages of internal and external
environmental opportunities and threats for the leisure agr iculture of Taichung County
Finally, the developing specifically strategies for the leisure agriculture of Taichung County
has been proposed.
The study subjects were interviewed, which including the license register, granted
preliminary permits to register, and yet in applying for legal register of the leisure agriculture
in Taichung County. Applying the core resources of farms and SWOT (Strengths,
Weaknesses, Opportunities, and Threats) analysis, the developing leisure agriculture strategy
has been proposed. This study suggested that leisure agriculture of Taichung County should
be upgraded to agricultural tourism industry. In addition, the jointed marketing promotion,
jointed staff training and using student internships as a human resource would reduce the
operating costs. Moreover, it would be increased the degree of differentials by designing a
diverse experiencing activities and integrating agricultural tour package based on the
agricultural resource. Finally, in order to promote the overall competitive advantages in the
leisure agriculture and achieve the goal of sustainable development, creating the value of
agriculture, developing new markets, and making tour images are major elements to achieve
value innovation.
