According to professionals in the water proof industry, the high percentage of water leakage of the buildings in Taiwan causes damage to the rights of the customers. Located in the sub-tropical area and the Circum- Pacific seismic zone, typhoons and earthquakes bring disaster and property loss every year. Under the threats of strong wind, heavy rains and earthquakes, good quality of water-proof work is essential in assuring the safety of the buildings as well as the customers’ rights. The construction quality of water-proof work and the material used have a direct impact on the water-proof work. However, high quality may cost a lot of money and the water-proof industries usually attempt to lower the cost. As a result, to remain high competitiveness, many companies choose to lower the budget, which may affect the quality of the work and thus cause the high percentage of water leakage and affect the safety of the buildings and the right of the customers. In this study, a model of Game Theory among the water-proof work industries was created, in which the industries were divided into four type of competitors—quality oriented, benefits oriented, winning bidding oriented and reputation oriented. The competition behaviors were chosen according to the competition strategies of each of the four type of competitor; via the instrument of the questionnaire, information of relevant competition behaviors was obtained to construct the Game Theory of water-proof work industries. According to the results, the industries suggested to prolong the warranty peried to five years and in case of water leakage, the company have to take full responsibility of repairing. On the basis of this condition, this study has constructed a model of Game Theory for improvement, which may analyze and predict the influence of the suggested conditions of the companies. In this study, each competitor was allocated thirty million NT dollars and the final winner was the company which took the strategy of ―winning bidding oriented‖ with a pay-off of 4.8202 million NT dollars. After improving the competition, the company which paid attention to quality got a 1.058 million remuneration; the company which cared about the bendfits got 390.8 thousand NT dollars and the company which cared about its reputation got 1.058 million NT dollars. Carrying out the suggestions could help lower the high percentage of water leakage, set a high standard of water-proof work industries and ensure the companies’ quality of work and rights. Thus, improving the environment was beneficial to the companies that cared about their quality and reputation.
