As the result of the changes of the retailing environment and consumer behavior, the new state retailing stores came into existence. However, the United Kingdom has adopt a way called “Town Centre Health Check” to monitor and control the development of CBD for years and to ensure that the position of CBD through this way. Due to the concept, this study used the retailing aggregation as a measure index to observe the development of CBD. In practice, the aggregation of stores can be used to estimate how successful and attractive of the shopping streets are and also the ebb and flow; however, there are few related documents about agglomeration level. Consequently, this study aims to understand the trend of CBD in Tainan city. Chungcheng business district is the heart in Tainan city from Japanese colonial period. Nevertheless, it began a new state of business management after 1980. Whether this causes the influences on the development of Chungcheng business district or not? In view of the above, this study not only makes the study of the process of the development in Chungcheng business area through the documents, but also observe the location of shops in 1998, 2003, and 2009 by using the data of ground investigation and measure the aggregation of stores by using the spatial analysis methods to explore retail and business district development trend at CBD in Tainan. The result shows that the busiest retailing street is Chungcheng Road and Shimen Road from 1998 to 2009. The major industry types are the cloth and household appliances and supplies. The retailing stores are clustered in every year and highly concentrated on Yuai Street. As the whole business area is concerned, retailing stores are not only reducing, but also the agglomeration level is decentralizing. It represents that the development of CBD in Tainan is getting into recession as well. This study compiles the development of agglomeration level of the positive data in Chungcheng business area, and also the result can be the guiding reference for the manger of the business area to practice the operation policy.
