On the contrary, with increasing the amount of money year by year, public procurement corruption crimes have become the worst type. In recent years, according to the results of Taiwan’s public opinion survey about independent indicators, people think government procurement officers are the third most corruptible. It shows that the gravity of public procurement corruption crimes have caused public attention and denouncement. This research analyzes the cases of the District Court Criminal Judgments related to the Government Procurement Act. Based on statistical analysis of 230 court rulings from 1 July 2006 to 31 December 2009, the discussion includes the elements and relations of public procurement crime targets, the type of officer committing the crime, the motive for the crime, opportunity, modus operandi, charges, and the relevance of the sentence to the crime. This study also compares the purchasing crime situation before the new system of "combined punishment" was enacted on 1 July 2006, and discusses the policy implications. The research suggests: 1. To amend the existing procurement laws and enforcement. 2. Relevant agencies should increase the sensitivity of crime and enhance public awareness. 3. To improve the procurement system and anti-corruption measures.
