The populations of this study are first graders, including 179 students of one elementary school in Taipei County. This study adopted quasi-experimental design. The participants came from six classes in the same elementary school. Eighty-nine students were randomly assigned to the experimental group and 90 students to the control group. The goal of this study is to find out whether there is significant difference in learning performance between two groups. The difference in gender and higher/lower achievement students were also investigated. The conclusions of this study are as the following: This English Curriculum Reform Program has significant effect on enhancing first graders’ learning effectiveness of English, especially there are significant differences between male and lower achievement students, and between higher and lower achievement students.
