碩士 === 佛光大學 === 公共事務學系 === 98 === Since its establishment, Chung-Shan Institute of Science and Technology (CSIST in short) has gradually set up a complete mechanism of research & development, management, and integration in national defense technology and large-scale system and then become an important resource in Taiwan’s national defense. In recent years, however, the national defense budget is affected in both aspects of government financial deficits, national economical development, and social welfare budget; moreover, CSIST implimented a policy regarding the use of military industry, which benefits the military and civilians. Using the current military defense technology, system development and production to support the civil industry. With current budget scale and human resource it will lead to inbalance in financial cost and budget. Therefore, how to adjust organization positioning and transformation, integrate research & develop power, and safe national defense resource under national defense budget cut-down, has become the priority for current national defense policy. This paper is to use questions generated from perspective of development on both domestic and international national defense systems and reorganization of government, and our independent administrative institution [National Theater and Concert Hall] as an analyzed base. Also, through observing the part of industry, government, and academia, listing pros and cons of all the proposals regarding CSIST reorganization, fining the most suitable organization type, performing SWOT analysis, evaluating the possibility for independent administrative institution, and finally providing suggestions for future development.
