The study through the documentary analysis, depth interviews, and participatory action research probing into the cause of the key election policy formed, the documentary analysis use to probe the Theory of campaign strategies, and through the record of campaign rally, publicity, and media reports to select the main campaign strategies, and production of "2009 election strategy of Yilan County Magistrate interview questions letter", through the depth interviews with The 15th Magistrate of Yilan County Lu Guo-hua and The 16th Magistrate of Yilan County Lin Tsung-Hsien to get the following results, the KMT party and the DPP party Both claim that they never deliberately separate attack and defence in campaign process, Lu Guo-hua deem that it was a negative tactics, Lin Tsung-Hsien deem that it was a logical result of team division of labor, both candidates take similar theme of happiness and fight for the right of interpretation.
They bring up an happiness of campaign theme in sequence, and accuse of crib to each other, but actually, there were quite a different thought, Lin Tsung-Hsien claim a new politics to lead the way to happiness, but Lu Guo-hua deem that he already executing the policies which claims by competitor.
In the main issues debates of " brought back the Yilan International Children's Folklore & Folkgame Festival" ,this article Inferred that Lu Guo-hua was Reference in accordance with election experts recommended decision, and Lin Tsung-Hsien said that he does have information of Poll data, but the public opinion poll was not the only reason to brought back the Yilan International Children's Folklore & Folkgame Festival.
