This study adopts the survey method of analyzing samples of a self-designed questionnaire. There are 525 teachers surveyed, with 480 ones withdrawn. The rate of the valid retrieved samples is 94.28%. The data are analyzed by means of descriptive statistics, mean and standard deviation, T-test and one-way analysis of variance. According to the result of this study, the conclusions are summarized as follows: (1) The most desperate demand of the in-service training course is about teaching skills. (2) The perfect in-service training programs are those which provide practical teaching drills. (3) The desirable instructors of the in-service training programs are those who major in teaching. (4) The most acceptable types of the in-service training activities are those held by Yilan County. (5) The main motivation of teachers’ participation in the in-service training programs is to elevate their professional teaching ability. (6) The most annoying problem of the in-service training programs is the time and place. (7) Most teachers suggest that the perfect timing of the in-service training programs should be in winter or summer vacation. (8) Teachers from different backgrounds would be distinctly different in their demands for the in-service training programs. Based on the result of this study, there are some suggestions proposed by the teachers: most teachers suggest that the in-service training programs should be arranged in accordance with teachers’ demands.
