In order to maintain the competitive advantage of an enterprise, the value of an enterprise's human resources must be created and explored. Procurement, which directly affects profits, not can be ignored. The professional competence of procurement staff members is the key to creating the performance of an enterprise. Therefore, inrecent years, upgrading procurement competence. To examine the practicality of this study, this study sets up the professional competence of a procurement supervisor in international tourist hotels, and analyzes the ratio of the professional competence of the procurement supervisor in international tourist hotels, but also realizes the level of professional competence for a procurement supervisor. This study limit uses interviews to construct our draft professional competence draft, and then uses the Fuzzy Delphi Method to process an expert survey, and in addition by using Analytic Hierarchy Process (AHP) determined the ratio analysis of professional competence. According to the analysis of the ratio, technical expertise is more important than general expertise. The competence of problem solution and procurement management is taken seriously by the procurement supervisor in international tourist hotels. The results of this study can provide a source for enterprises, governments and education sectors to consult and use as they plan to process, cultivate and use human resources for a procurement supervisor in international tourist hotels.
